Province launches procedure for wind turbines in port Area

The Province of North Holland is starting the project decision procedure for wind turbines in the port area. The project is currently in the exploration phase. Companies, residents and other stakeholders will be involved in the process. After this phase, the Province will take a project decision that determines whether the wind turbines will be built and under what conditions and regulations.

The Province of North Holland and the City of Amsterdam want to increase the capacity of wind energy generated in the region. These ambitions are described in the Regional Energy Strategy (RES) and the City of Amsterdam’s Wind Amsterdam Programme. Based on these programmes, the Amsterdam port area has been identified as a suitable location for the installation of additional wind turbines. The current plan includes a maximum of 25 turbine positions, including the potential replacement of 14 existing wind turbines.

Role of Port of Amsterdam

Integrating wind turbines into the port area is a complex task. That is why, in our role as area manager, we are acting as the initiator of this project until the project decision is adopted and the necessary permits are granted. As initiator, we are assessing which locations are suitable and identifying any potential challenges. In this role, we have prepared a participation plan and a research framework for the Environmental Impact Assessment (EIA). The EIA will map out the environmental impacts of the proposed development.

The Province of North Holland is the competent authority for this project. This means that the Province is responsible for the decision-making process once an application for new wind turbines is submitted.

Publication of notice and how to participate

Starting 3 November 2025, the Province will publish the official notice, the research framework for the Environmental Impact Assessment, and the participation plan on www.noord-holland.nl/windhavenamsterdam.
The exploration phase will last about three months and will focus on research and public participation.

There are several ways to get involved:

  • Information meeting
    On Thursday 13 November, we will host an initial information meeting at Aristo Sloterdijk. More information about this meeting can be found on our project page.
  • Submit an alternative proposal
    It is possible to submit an alternative idea to the current plan. This can be done between 3 November and 15 December 2025 via the Province of North Holland’s website. Anyone may submit an alternative solution. The alternative must relate to wind turbines within the same search area, generate at least the same amount of energy, be technically, financially and operationally feasible, and have as little impact as possible on the living environment.

After the exploration phase, the results and feedback will be incorporated into the draft project decision. This draft decision is expected in 2026 and will then be made available for public consultation.
