Do you seldom visit the Amsterdam port and would you like to make a request or report? Then all you need to do is fill in the forms below. If you regularly visit our port, we advise you to use Applications.

For transports exceptional, acquiring permission in advance is required. From whom you need permission depends on where you are sailing:

Transport within the management area of the Central Nautical Management (see map)

The Inland shipping police regulations determine whether your transport falls under transport exceptional. Some examples include:

  • ships with protruding parts that may cause damage or hindrance,
  • objects with drag going through the sea lock (seagoing or direction Amsterdam),
  • houseboats of which the transport does not comply with the CVO requirements.

Transport through national and provincial roads

Please request permission from the Ministry of Waterways and Public Works (RWS) contact point. The RWS will forward the request to the relevant waterway administrators for you.

Bunkering or de-bunkering

How to request

1. Send the form as soon as possible. The notification must be made by the bunker operator at least 6 hours in advance. After notification the activities can be started.

2. Start and end of the work must be reported on channel VHF 14.

Board-to-board transhipment

How to request

How to report

1.This notification must be given in case of transshipment of liquid dangerous or hazardous substances in bulk at the following locations:

  • Afrikahaven – mooring dolphins
  • Amerikahaven – lay-by and transshipment dolphins
  • Hornhaven – buoy 2
2. Submit the form as soon as possible, but no later than 12 hours before the start of transshipment operations. After notification has been given, the operations can start.

3. Begin and end of the operations must be reported on VHF 14.

Available berths

No permission required if:

  • You comply with the placed road signs and other signage.
  • You already have a berth permit and/or exemption for this berth.
  • You dock in berths located at a mooring facility (with the consent of a renting party, leaseholder or owner), unless the municipal executive does not allow use of a berth for reasons of order, safety or the environment.
  • You dock at a location for tankers

Depending on the area, you may or may not need permission.

You don't need permission in these areas:

  • Het Slik;
  • Houthaven wachtsteigers noordzijde;
  • Minervahaven wachtsteigers noordzijde;
  • Mercuriushaven wachtsteiger worteleinde;
  • Sonthaven steigers worteleinde;
  • Suezhaven palen zuidzijde;
  • Cacaohaven zuidzijde korte kades;
  • Zanzibarhaven wachtpalen zuidzijde

You don't have to report anything and can use spud poles or anchors without permission.

You do need permission for all other areas. Apply for permission.

Seagoing ships navigating in the North Sea Canal Area are subject to compulsory pilotage. More information about compulsory pilotage can be found in the Compulsory Pilotage Decree 2021  (Dutch only) and the Compulsory Pilotage Regulation 2021 (Dutch only).

Attention: From 1 January 2021 there are changes in the compulsory pilotage. Also, the Small Seagoing Vessels Register is no longer valid. Would you like to know more about that? Then go to the page Compulsory Pilotage New Style.

Is your ship 75 metres or less in length?

Ships of 75 metres or less in length (i.e. length over all) are exempt from compulsory pilotage if:

  • it does not concern a seagoing vessel with dangerous cargo

Is your ship more than 75 metres in length?

  • There is a compulsory pilotage

When do you qualify for an exemption??

If your ship is more than 95 metres in length, you are not eligible for an exemption.
In this case, however, you may apply for a Pilotage Exemption Certificate (PEC). Please send your application to portoffice@portofamsterdam.com. An exam is required to obtain a Pilotage Exemption Certificate. Please consult the Pilotage Exemption Certificate Holders Decree of the Shipping Traffic Act.

You may apply for an exemption or a Pilotage Exemption Certificate for the following areas:

  • The vessel with an overall length of up to and including 130 meters makes a movement within a port basin in a seaport area or part thereof, without navigating the main waterway within that seaport area.
  • there is a captain or first mate with a valid pilot exemption certificate (PEC) on board.
  • It is a working vessel with a maximum length of 150m, provided that, in the opinion of the competent authority, the captain is sufficiently familiar with local conditions and communication procedures.
  • Of a seagoing vessel, insofar as it is not a seagoing vessel carrying hazardous cargo, making a movement along the same quay or making a similar short movement within a shipping lane

Transitional regulation

There is a transitional arrangement for the captains and 1st mates of ships who were included in the Small Seagoing Vessels Register. They can apply to the competent authority until 1 July 2021 (see link application form) for a 'temporary PEC small sea-going vessels' if they have called at least once at the Amsterdam-IJmond port area in 2019 or 2020.

If the application is evaluated positively, they will be sent this PEC by return of post (subject to the processing time) without further training or costs. A temporary PEC small seagoing vessels is valid for the entire seaport area and expires on January 1, 2031.

Due to the many applications, a delay in the processing period must be taken into account. Until then, exemption from compulsory pilotage applies, provided the conditions for the application are met.

Is your ship not registered in the Small Seagoing Vessels Register but does it meet the definition for a small seagoing vessel? Then you can apply for a PEC for small seagoing vessels. The conditions for this can be found in the information guide. This PEC is exempt from the pilotage obligation for the entire seaport area.

When you want to pass the Noordersluis IJmuiden and/or want to sail on the North Sea Canal with a ship with the following dimensions you need to apply for an exemption:

  • Maximum breadth according to the International Tonnage Certificate > > 42,0m and ≤ 45,0m
  • Maximum draft > 13,10m and ≤13,75m (draught in S.W., eastbound)
  • Maximum draft > 13,40m and ≤ 14,05m (draught in F.W., westbound)
  • Maximum L.O.A. > 325,0m and ≤ 350,0m.

If the dimensions of the vessel are greater than the aforementioned, the vessel will not be allowed in the Noordersluis IJmuiden and/or the North Sea Canal. For more information see Basijn XXXX.

If you wish to receive ships subject to the ISPS code at your port facility, you will need a Port Security Certificate.

This is how it works

1. Please send us the Security Assessment Application Form including all the relevant documents at least 6 months prior to the required date of certification..

2. The Mayor of your Municipality will send you the Security Assessment Decree.

3. The Security Assessment must be used to draw up a Port Facility Security Plan or to or amend an existing Port Facility Security Plan.

Any security incident on your terminal (the cutting of a fence, for instance) must be reported as soon as possible. After reporting on the VHF 14 radio or by phone (+31 20 523 46 00), you may commence with your activities. Also the end of your work activities should be reported on VHF 14 radio.
