Wind turbines in the port of Amsterdam
Together with the province of North Holland and the municipality of Amsterdam, we are exploring plans to install additional wind turbines in the port area. On this page you can read more about the plans and how you as a company, resident, partner or interested party can join in thinking along.

The project
The province of North Holland and the municipality of Amsterdam want to increase the generated capacity of wind energy in the region. These ambitions are described, among other things, in the Regional Energy Strategy (RES) and the Wind Amsterdam Programme of the municipality of Amsterdam. From these programmes, the port area of Amsterdam has been designated as a suitable location for the installation of extra wind turbines.
The project includes up to 25 wind turbine positions, including the possible replacement of 14 existing wind turbines. The turbines will have a tip height of approximately 150 to 200 metres.
Rol of Port of Amsterdam
The port area is a busy industrial zone with many companies, terminals, roads, railway lines and underground infrastructure. Physical space is limited and strict environmental regulations apply. Integrating wind turbines into the area is a complex puzzle. That is why, in our role as area-manager, we are acting as the initiator of this project. As initiator we look at which locations are suitable and investigate the various bottlenecks.
We have also drafted a participation plan and a research plan for the Environmental Impact Assessment (MER).
The province of North Holland is the competent authority in this project. This means that the province is responsible for the decision-making process when an application for new wind turbines is submitted.

Notice and decision-making progress
On 19 September 2025, Port of Amsterdam submitted a project decision request to the province of North Holland. The province then on 14 October 2025 took a positive decision on the intention for a project decision. An official notice of this will be published early November. From that moment the procedure for the investigation into the installation of the wind turbines will start. In the coming period companies, residents and other stakeholders will be involved via a participation trajectory.
After that the province may take a project decision regarding the installation of the wind turbines.
Participation
Residents, companies and interested parties can participate in a number of ways:
- Information meeting: on Thursday 13 November
- Propose an alternative: it is possible to suggest another idea than the plan currently on the table. That can be done between 3 November and 15 December 2025 via the website of the province of North Holland. Everyone may propose an alternative solution. The alternative must relate to wind turbines in the same search area, generate at least as much energy, be feasible in terms of technology, cost and implementation, and have as little impact as possible on the living environment.
After the exploration phase the results and responses will be processed into a draft project decision. This draft is expected in 2026 and will then be published for inspection again.

Information meeting: 13 November 2025
On 13 November an information meeting will take place at Aristo Meeting Centre Sloterdijk (Teleportboulevard 100), from 18:00 to 20:00. During this meeting, residents will receive an explanation of the project, the procedure and the research plan of the MER. A meeting for companies in the port area will also be organised. These companies will receive an invitation for this.
