Traffic measures during Sail 2020

The Director of the Central Nautical Management North Sea Canal Area (CNB)

announces the following:

The Director of the Central Nautical Management North Sea Canal Area has adopted the following traffic management Decree

Having regard to:

Articles 3, 5 and 8 of the Shipping Traffic Act;

Article 13 of the Shipping Traffic Administrative Provisions Decree;

Annex 7 of the Inland Navigation Police Regulations (BPR);

Mandate Decree DG RWS/Min I&M, dated 19 March 2013, Bulletin of Acts and Decrees No. 9184, date of publication 11 April 2013;

Mandate Decree of the Mayor and Aldermen of Amsterdam, dated 3 December 2019, Municipal Gazette 2020, 7080

Whereas:

Sail Amsterdam 2020 will be held from 07.00 on Wednesday 12 August 2020 to 20.00 on Sunday 16 August 2020 (please note that all the times mentioned in this Announcement are local times). This major public event requires that a number of traffic measures be put in place to ensure a safe and smooth flow of shipping traffic for the duration of the event. Measures such as temporary closures to shipping traffic will be necessary. These closures, though, will be kept to a minimum. Prior to and following the above-mentioned period, works will be carried out that may affect shipping traffic.

Article I

Traffic measures

Unless otherwise stated, all traffic measures mentioned will be valid for the period from 07.00 on Wednesday, 12 August 2020 to 20.00 on Sunday, 16 August 2020.

During the period from 19.00 on 12 August 2020 to 12.00 on 16 August, in addition to the closures mentioned in article II, commercial ships coming from or underway to one of the side canals or harbour basins of the Afgesloten IJ or the North Sea Canal may only navigate the Afgesloten IJ after close coordination with the VTS of the relevant VHF sector. In the event of busy shipping traffic on the Afgesloten IJ, the above-mentioned ships may only navigate there if they are escorted by government vessels. Special transports and pushed convoys with more than 1 barge may only navigate the Afgesloten IJ between 01.00 and 09.00.

During the Sail Amsterdam 2020 event, the following berths and harbour basins in the waters of the port of Amsterdam are not accessible to regular shipping.

1.4 From 09.00 to 17.00 on Wednesday, 12 August 2020, a maximum speed of 12 kmh applies to the Afgeloten IJ and the North Sea Canal. The Sail-In Parade is part of the Sail Amsterdam event. During the Sail-In Parade, at the location of the parade, a maximum speed of 6 kmh applies.

1.5 From 17.00 on Wednesday, 12 August 2020 to 17.00 on Sunday, 16 August 2020, a maximum speed of 12 kmh applies to the North Sea Canal and the Afgeloten IJ between the recessed bank areas above the Coentunnel and Stenen Hoofd. During that same period, a maximum speed of 6 kmh applies to the Afgeloten IJ from Stenen Hoofd to the entrance of the Amsterdam-Rijnkanaal, including the IJ-haven.

1.6 From 14.00 to 19.00 on Sunday, 16 August 2020 a maximum speed of 12 kmh applies to the North Sea Canal.

1.7 Ships propelled only by sail are not permitted to navigate in the area and during the period of time mentioned in article 1.4 of this Decree.

1.8 Ships are not permitted to navigate on the wrong side of the fairway in the areas and during the period of time mentioned in articles 1.3, 1.4, and 1.5 of this Decree.

1.9 Ships propelled by muscular energy, such as pedalos, rowing boats, canoes, surf and sup boards are not permitted to navigate in the areas and during the period of time mentioned in articles 1.3, 1.4, and 1.5 of this Decree, except if they fall under the Sail event permit.

1.10 The use of jet skis and water scooters in the areas and during the period of time mentioned in articles 1.3, 1.4, and 1.5 of this Decree is prohibited, except if they are used by the relevant government services.

1.11 Ships which, in the opinion of the competent authority, are not suitable for these waters due to their freeboard, stability, etc., are not permitted to navigate in the areas and during the period of time mentioned in articles 1.3, 1.4, and 1.5 of this Decree

1.12 Ships are not permitted to anchor or to deliberately stop in the areas and during the period of time mentioned in articles 1.3, 1.4, and 1.5 of this Decree, except with the consent of the Director of the CNB (see also article 3.3). The above does not apply to ships that, while waiting to join the Parade, have anchored or stopped outside the fairway from a safety point of view.

1.13 Events area

The IJ-haven, the waters north of the Surinamekade up to the main fairway buoys, and the waters south of the NDSM site are designated as events area (see Appendix 1). During the period specified in the Appendix, ships have no access to the events area unless under certain conditions. For further information, see the Sail 2020 website.

1:14 All ships in the IJ-haven are required to proceed in the direction of the traffic flow indicated by the mandatory signs as referred to in article 6.12 of the Inland Navigation Police Regulations (BPR).

1.15 At the location of the Jan Schaeferbrug (bridge) in the IJ-haven, which has been temporarily removed, ships are required to use the passages indicated by the traffic signs mentioned in article II of this Decree.

1.16 In the eastern port area of Amsterdam, a turning point has been established at mooring buoy No. 20 (Franse Boei), opposite the Azartplein, as from 14.00 on 12 Augustus 2020. Ships that sail in an easterly direction and are not proceeding to the Amsterdam-Rijnkanaal, will have to round the turning point and subsequently cross the main fairway and then proceed in a westerly direction.

1.17 Daily between 10.00 and 23.00, in the period from 14.00 on 12 August 2020 to 16.00 on 16 August, ships are not permitted to turn or cross the fairway in the area between the Amsterdam Central Station and the turning point opposite the Sumatrakade. Ships sailing in an easterly direction as well as ships leaving the IJ-haven must keep to the starboard side of the fairway and, after having rounded the turning point, must cross the main fairway and then proceed in a westerly direction.

Ships sailing in a westerly direction that wish to cross the fairway should do so opposite the Amsterdam Central Station (see chart in Appendix 3).

Article II

Closures of the Afgesloten IJ and the North Sea Canal

 

Consideration

To ensure a safe and smooth handling of shipping traffic, the following traffic closures will be put in place for the periods mentioned. If deemed necessary for ensuring a safe and smooth handling of shipping traffic, traffic closures may be put in place for limited or extended periods.

2.1 From 07.00 to 14.00 on Wednesday, 12 August 2020 the IJmuiden Lock Complex will be closed for ships that are not part of the Sail-In Parade. The Sail-In Parade is part of the Sail event.

2.2 From 08.00 to 18.00 on Wednesday, 12 August 2020 the Afgesloten IJ and the North Sea Canal will be closed for navigation.

2.3 An exception to 2.2 are commercial ships coming from or underway to one of the side canals or harbour basins of the Afgesloten IJ or the North Sea Canal. The above-mentioned commercial ships, after close coordination with the Port of Amsterdam VTS, may be permitted to proceed if it concerns shipping movements that take place exclusively and completely east of the front of the parade or exclusively and completely west of the rear of the parade. Any traffic instructions given by the VTS must be strictly adhered to.

2.4 An exception to 2.2 are ships with a maximum Length Over All of 85 metres that participate in the Sail-In Parade (as part of the Sail event) on condition that they comply with the following navigation rules:

  • During the closure as referred to in 2.2, a mandatory direction of traffic flow from west to east will be in force between 10.00 and 14.00. In the eastern port area of Amsterdam, a turning point will be in place around mooring buoy No. 20 (Franse Boei), opposite the Azartplein after 14.00. Ships that sail in an easterly direction and are not proceeding to the Amsterdam-Rijnkanaal, will have to round the turning point and subsequently cross the main fairway and then proceed in a westerly direction, keeping to the starboard side of the fairway in order to pass the Parade. Ships are not allowed to deviate from the direction of traffic flow.
  • All ships must comply with the speed limit of 6 kmh.
    The speed of the Parade, however, may vary. Ships must therefore adjust their speed to the speed of the Parade and are not allowed to overtake other ships.

2.5 From Wednesday 12 August 2020 to Saturday 15 August 2020, the Afgeloten IJ will be closed between 21.00 and 00.00 in connection with daily end of day festivities. During the above-mentioned period, the fairway between the entrance of the Amsterdam-Rijnkanaal and the east side of the entrance to the Mercuriushaven will be closed for commercial ships coming from or underway to one of the side canals or harbour basins of the Afgesloten IJ or the North Sea Canal.

2.6 The Afgesloten IJ and the North Sea Canal will be closed for navigation from 12.00 to 19.00 on Sunday, 16 August 2020.

2.7 An exception to 2.6 are commercial ships coming from or underway to one of the side canals or harbour basins of the Afgesloten IJ or the North Sea Canal. The above-mentioned commercial ships, after close coordination with the Port of Amsterdam VTS, may be permitted to proceed if it concerns shipping movements that take place exclusively and completely west of the front of the parade or exclusively and completely east of the rear of the parade. Traffic instructions given by the VTS must be strictly adhered to.

2.8 There is an exception for ships with a maximum Length Over All of 85 metres that participate in the Sail-Out Parade (as part of the Sail event) on condition that they comply with the following navigation rules:

  • The ships must comply with the speed limit of 12 kmh.
    The speed of the Parade, however, may vary. Ships must therefore adjust their speed to the speed of the Parade and are not allowed to overtake other ships.
  • Ships that wish to turn must do so in a manner that does not interfere with the Parade or other shipping traffic and must keep well to the starboard side of the fairway when they are heading east.

2.9 From 14.00 to 20.00 on Sunday, 16 August 2020, the IJmuiden Lock Complex will be closed for all ships that are not part of the Sail-Out Parade. The Sail-Out Parade is part of the Sail event.

Article III

Additional measures

3.1 If, due to (local) circumstances, it is deemed necessary by the Director of the CNB, immediate closures, amendments to closures or generally applicable traffic measures may be announced.

3.2. Any instructions to this end, given by or on behalf of the Director of the CNB, must be adhered to immediately.

3.3. Exemptions from the orders and prohibitions in this Decree may only be granted by express permission of or on behalf of the Director of the CNB.
