The Harbour Master of Amsterdam announces the following:
A number of areas in the port of Amsterdam have been designated as oil port areas. The coordinates of the oil port areas have been established by the Harbour Master of Amsterdam in a Decree under the Regional Port Bye-laws for the North Sea Canal Area 2012.
The locations of the oil port areas have been indicated in the map accompanying the Decree. The latest adjustments to the oil port areas were made in July 2018. Recent developments in the port have made it necessary to make adjustments to the oil port areas again.
Tankers loading and/or unloading liquid flammable cargoes in bulk pose a special safety risk at the port due to the hazardous characteristics of those cargoes. To limit this safety risk, Article 3.11 of the Regional Port Bye-laws for the North Sea Canal Area 2012 makes it possible to designate so-called ‘oil port areas’ in which these ships are required to berth. Other ships are prohibited to sail or berth in oil port areas, unless they have been granted an exemption from the Mayor and Aldermen. The oil port areas are defined by the coordinates set out in Decree No. 039 / RHN / 2019 and are indicated on the oil port map accompanying this Decree.
The purpose of the oil port areas is to ensure safety during the loading and unloading of liquid flammable cargoes in bulk. Recent developments in the Amerikahaven and Australiëhaven, as well as in the Carel Reynierszhaven, the Usselincxhaven, and Jan van Riebeeckhaven have resulted in an adjustment of the oil port areas and the accompanying map. These recent developments concern the establishment of a company in the Amerikahaven where ships can bunker LNG, and the establishment of non-oil port related companies in the Australiëhaven, Carel Reynierszhaven, Usselincxhaven, and Jan van Riebeeckhaven as a result of which the oil port areas in the above-mentioned harbour basins can now be reduced in size. Further, the text that referred to the oil port area in the Coenhaven needed to be adjusted so that this area is now correctly designated as such.
